I installed the e-ticket and everything is fine if I send ticket in English. But unfortunately, when I try to send ticket in Chinese, everything is a mess and can not be diaplayed at all.

Please help inform how I can send ticket in Other languages than English? Or do I have to install some special package?

I checked the the page, it is already UTF-8,

Take the English lang.php file and modify it for the proper Chinese that you need.  I would also then suggest to post the lang.php file for others.

The language files are the best we can do. None of the developers speak any other language than english so its really hard to properly convert the characters correctly and keep the file in the proper encoding.
